My client is looking for experienced Portfolio Performance Analyst to join their Digital Policing team based in Bow, East London.

As the Solution Delivery Portfolio Performance Analyst (PPA) you will be responsible for executing assurance of the Solution Delivery Integration Management (SDIM) and Solution Provider services against the project and programme management frameworks set by the Head of Portfolio Management Office (PMO) and supply chain. This includes the project and programme governance, reporting (including financial) and RAID management frameworks, ensuring adherence to the lifecycle framework.

The role will manage governance of the end-to-end Business Case approval process for DDaT – ensuring timely submissions to Investment Group, ExCo and IAM including the scheduling of corporate board papers.

Main Duties & Responsibilities:

• Main Point of contact for the governance of DDaT Business cases – liaising with authors, stakeholders and the PMO Manager to improve the efficiency of the governance process for individual Business Cases.
• Lead and maintain an accurate view of the pipeline of projects and investment papers – using the existing PPM tool.
• Ensure that the SDIM and Solution Providers are adhering to the project and programme reporting framework, which includes RAID, finance, exception reporting and escalation reporting.
• Generate intelligent analysis and insight from Solution Delivery project and programme reports. Communicate this intelligent reporting on the status of individual programmes, and the overall portfolio (e.g. to DDaT Board as appropriate).
• Track project spending against the DDaT Portfolio, using information from programme level reporting.

Key skills:

• Highly proficient in project management for IT delivery, enabling control and delivery of required outcomes.
• Strong understanding of governance, reporting and methods for the identification, assessment and management of programme risks, assumptions, issues and dependencies.
• Knowledge of Project Lifecycle methodologies (e.g. Agile).
• Strong portfolio management skills including good understanding of Finance & Financial tracking.
• The ability to use analytical skills to distil key insights from project and programme reporting.

Experience:

• Experience in Portfolio Management functions.
• Experience in Business Case development, writing, reviewing and assurance with an understanding of different Investment Paper Governance routes.
• Experience of ICT project and programme delivery processes.
• The post holder will demonstrate practical experience of using collaborative problem solving, dependency management and risk mitigation methodologies.
• Experience of Project Management processes & RAID.

Qualifications:

• Higher education – Degree or significant experience in this area
• Project Management Certification – To Practitioner level (or equivalent)

This is a temporary role for 6 months, working full-time, paying a day rate of up to £600 per day Umbrella (inside IR35).

Hybrid working arrangements are in place.

You must hold current CTC national security vetting clearance or be willing to attain.
